[:es]Recientemente la Asociación ha sido informada de un incremento en los casos de multas impuestas por las Autoridades de Inmigración en Argentina
Nuestros corresponsales locales en Argentina han enviado la siguiente información:

Últimamente hemos observado un incremento de supernumerarios – principalmente esposas de tripulantes de alto rango – que llegan a Argentina sin tener los visados correspondientes.
En ese caso, los transportistas están sujetos a una multa impuesta por las Autoridades de Migración que puede oscilar entre USD 400.00 hasta USD 10,000.00. Las multas, hasta ahora, han sido bajas y no han supuesto un gasto significativo para los Clubes y sus Miembros.
En casos recientes, las Autoridades de Inmigración han decidido situar a bordo oficiales de la Guardia Costera mientras el buque se encuentra en aguas territoriales. Al parecer las Autoridades de Inmigración consideran los supernumerarios como polizones y requieren por tanto situar guardias de seguridad a bordo. Normalmente dos o tres oficiales de la Guardia Costera permanecerán a bordo, pero en algunas ocasiones hemos visto que se han situado cinco oficiales en un solo buque.
Esta práctica genera un gasto adicional para los Armadores. Como un ejemplo aproximado, un buque que permanezca cinco días en aguas territoriales (tres en los canales de navegación y dos en el muelle) con un supernumerario sin visado se podría enfrentar a un gasto de USD 10,000.00 más la multa correspondiente.
Se recomienda encarecidamente a los Miembros del Club se aseguren que cada supernumerario u otros pasajeros a bordo de sus buques tengan el visado correspondiente, si existe la posibilidad de que el buque haga escala en puertos argentinos.

[:en]The Association was recently advised of an increase in the incidents of fines, imposed by the Immigration Authorities in Argentina.
The following advice has been received from our local correspondents in Argentina.

We have recently seen an increase of supernumeraries – mainly high ranked crewmembers’ wives – arriving in Argentina without holding the necessary VISAs.
In such case, the carriers are subject to a fine imposed by the Migration Authorities which ranges from USD 400 to USD 10,000. The fines, until now, have usually been on the low side and did not imply significant expenditure for the Clubs and their Members.
In recent cases, the Immigration Authority has decided to place Coastguards officers on board, during a vessel’s stay in territorial waters. The Immigration Authority seems to treat supernumeraries as stowaways thus requiring security guards to be placed on board. Normally two or three Coastguard officers will stay on board but we have seen occasions when 5 officers have been assigned on a single ship.
The above practice generates additional expenses the Owners. As a rough example, a vessel which remains 5 days in territorial waters (three at the roads and two at berth) with one supernumerary without visa could face an expense of USD 10,000 plus the corresponding fine.
It is highly recommended that the Club’s Members to ensure that every supernumerary or other passengers on board their vessels, is in possession of the required VISA, if there is a possibility for the vessel to call Argentinean ports.
The Nationalities which are required to hold a VISA can be found on the Argentinean Migrations’ web site: http://www.migraciones.gov.ar/accesible/indexP.php?visas. The ship’s agents should also be consulted on every occasion.
