[:es]El Club ha sido informado de un incremento en el número de tentativas de robos desde buques fondeados en el Puerto de Tianjin, China.
Tras un aumento en el número de tentativas y robos desde los buques fondeados fuera del Puerto de Tianjin, la circular adjunta ha sido enviada al Club para informar a sus Miembros.
El fondeadero se extiende hasta 20 millas náuticas desde la entrada al puerto, por lo que los teléfonos móviles pueden no tener cobertura para informar de dichos incidentes.
Los buques, disfrazados como pescadores, se aproximan durante la noche y consiguen acceder al buque que han elegido y desvalijan los almacenes y roban los objetos de valor. Generalmente los ladrones no van armados pero, para prevenir estas pérdidas, se facilitan los siguientes consejos:
1. Se deben cerrar las cubiertas de las anclas después de echar el ancla;
2. Se deben encender todas las luces de cubierta y disponer luces exteriores para la carga durante la noche;
3. Se deben mantener amarradas todas las provisiones que estén en cubierta o fuera de su emplazamiento, y mantener las puertas estancas de las habitaciones cerradas desde el interior.
4. Es necesario mantener cierta cantidad de mangueras contra incendios conectadas a las bocas de incendio.
5. El Oficial de la Guardia (Officer of the Watch – O.O.W.) debe mantener una vigilancia adecuada en el puente con la ayuda del radar, y con anillos de protección fijados especialmente bajo condiciones nubosas y por la noche; también se mantendrán patrullas de seguridad en la zona de alojamiento y sobre cubierta.
6. Los cabos de amarre deben estar almacenados y asegurados hasta el día del atraque;
7. Dar la alerta por medio de una señal acústica, informar al capitán y tomar las acciones necesarias, de acuerdo con la lista de obligaciones, en caso de que se descubran posibles barcas que puedan pertenecer a ladrones al lado del buque o cerca del mismo.
La Guardia Costera está al tanto de este incremento y no han aumentado el Nivel de Seguridad en el Puerto de Tianjin. Sin embargo, se recomienda a los Miembros tomen medidas cautelares prudentes.

boletin-1121-circular-huatai[:en]The Club has been informed of a rise in the number of attempted thefts from Vessels in the anchorage of Tianjin Port, China
Following a rise in the amounts of attempts and thefts from vessels at anchor outside of Tianjin Port, the attached circular has been sent to the Club for the information of its Members.
The anchorage extends to 20 Nautical Miles from the entrance to the Port and as such, mobile phones may not have reception to report such incidents.
Vessels, disguised as fishermen, approach at night-time and gain access to the target vessel and rob the vessel of stores and valuables. The thieves are generally unarmed but to prevent these losses the following advice is given:
1. Close the covers of anchor chains after dropping anchor;
2. Turn on all deck lights and arrange cargo lights outboard at night;
3. Keep all stores that placed on deck and/or out of accommodation secured, keep watertight doors of accommodation locked from inside;
4. Necessary quantity of fire hoses to be connected with fire hydrant on deck;
5. O.O.W. shall keep proper lookout on bridge assisted by radar with guard rings set especially in foggy weather and night time, regular safe patrol in accommodation area and on deck to be carried out;
6. Keep mooring lines in store secured till the day of getting alongside;
7. Give warning of whistle signal, call master and make necessary action according to muster list in case suspected thieves boats are found alongside or very close to vessel.
The Coast Guard are aware of this increase and have not raised the Security Level at the Port of Tianjin. However, Members are advised to take prudent precautionary measures.
